About the report

In light of regulatory changes in major English Language Teaching (ELT) destinations, visa processing challenges, and shifts in student demand for ELT abroad, a range of new implications has arisen for language education providers.

BONARD’s international education experts have compiled the most comprehensive overview of the sector’s performance in 2024, and have analysed preliminary data from 2025 to forecast where the sector is heading.

"By 2024, the global ELT sector regained 73% of its 2019 student volume and 75% of student weeks, compared to pre-pandemic totals of 1.3 million students and 10 million student weeks. Only Ireland and Malta surpassed their 2019 student week levels, while all other destinations remained below pre-pandemic performance."

ELT destinations benchmark

Ireland and Malta led in recovery. Australia and Canada saw significant declines, impacted by visa denials and increased application fees. The UK maintained market share (38%), and New Zealand showed the fastest year-on-year growth, albeit from a smaller base.

Shift in source markets

Brazil became the world’s largest ELT source market in 2024, overtaking Colombia, while China recorded the highest year-on-year growth (+21%). Emerging markets like Nepal, Argentina, and Saudi Arabia continued to rise.

Emerging trends in the global ELT sector

Political and regulatory changes, along with the rise of local education hubs, will reshape student flows and preferences.

2025 outlook: Stability for some, shifts for others

In 2025, traditional ELT destinations are unlikely to surpass 2024 levels. Caps, high costs, and safety perceptions are expected to divert student flows to more welcoming, emerging destinations (e.g., Philippines, Dubai). Demand is rising for “English plus” programmes, junior mobility is weakening, and competition is intensifying globally.
